Auditor General of Bhutan
Dasho Ugen Chewang was initially appointed as the Auditor General on December 31, 2005 through a Royal Decree. He was reappointed as the Auditor General under the Constitution of the Kingdom of Bhutan by His Majesty the King through a Royal Decree issued on July 22, 2010.
Following his initial appointment in 2005, the Royal Audit Authority (RAA) underwent a major organizational and functional adaptation processes under his leadership that included the Organisational Development Exercise, Capacity Building Need Assessment, establishment of functional divisions like Performance & System Audit Division, Thematic Audit Division and the Office of the Assistant Auditor General, Phuentsholing.
Further, the Vision and the Mission of the Authority was identified and adopted RAA’s Strategic Plan 2010-2015. Some of most significant achievements were the development and adoption of the RAA Auditing Standards, the Financial Audit Manual, the Auditor General’s Standing Instructions, the Continuous Professional Development Policy, the Information Disclosure Policy, the Handbook on the Quality Assurance Review Process and various other handbooks and guides such as the Handbooks on Audit Criteria, Audit Working Papers, Audit Recoveries Account and Audit Clearance Certificates.
He was instrumental in setting up the National Pension & Provident Fund (NPPF) and was the first Chief Executive Officer from 2000 to 2005, before he was appointed as the Auditor General. Further, he has been a Director on several Boards including the Penden Cement Authority Ltd., Bhutan National Bank Ltd., Royal Insurance Corporation of Bhutan, and Druk Satair Corporation Ltd. He also served as a member of the Royal Commission responsible for the selection and recommendation for the appointment of the First Chief Justice of Bhutan and the Justices of the Supreme Court of Bhutan. He was also a Member of the Good Governance Committee, Pay Revision Committee and Good Governance plus Committee.
Dasho Ugen Chewang (born on 10.06.1956) joined Civil Service in 1979 as a Trainee Officer in the Royal Audit Authority. He has a Bachelor’s Degree from the Punjab University and Master in Business Administration in Business Management and Accounting from Syracuse University, New York, USA. From 1992 to 1993, he also underwent a one year comprehensive auditing course at the Canadian Comprehensive Auditing Foundation
