Audit Awareness Programme Continues

December 15, 2004: Audit Awareness Programme initiated by the Royal Audit Authority in early 2003 has so far covered thirteen Dzongkhags and more than thirty Higher and Middle Secondary Schools in the country. The Royal Audit Authority have high hopes that this programme would lead to efficient and effective implementation of the respective Geogs planned activities in the 9th Five Year Plan. In continuation to the Awareness Programme, following Officials from RAA will leave for Dzongkhag Administration, Gasa, tomorrow, the 16th December 2004:

Winners for the essay Competition

Declared winners for the essay Competition on “Combating Corruption – A Collective Responsibility.” 

December 10, 2004: To mark the event: 9th December as the “International Anti-Corruption Day” the Royal Audit Authority and the UN Systems in Bhutan have jointly organized an essay competition on title “Combating Corruption – A Collective Responsibility” for two categories: Open to all and Secondary School and below.  The RAA had received a total of fifty-five essays, thirty-three from the Open to all Category and twenty-two from the Secondary School and below. The names of the Winners were declared and cash prize were awarded by the Hon’ble Chief Guest, His Excellency, Lyonpo Yeshey Zimba, the Prime Minister of Bhutan.

Since there were two candidates holding second position in the Open to All categories, the Essay Evaluation Committee had decided to club second and third prizes and had equally divided between the two-second winners, that came to Nu.8,500 each.

UN International Anti Corruption Day

The Royal Audit Authority and the UN System in Bhutan will jointly commemorate the UN International Anti Corruption Day

December 6, 2004:  The Royal Audit Authority in collaboration with the UN System in Bhutan will be commemorating the ‘International Anti-Corruption Day’ on 9th December 2004. To mark the event, RAA will be organizing a workshop on the ‘Asian Organization of Supreme Audit Institutions (ASOSAI) guidelines on Fraud and Corruption’. The workshop will be participated by more than 30 participants from various Ministries, Organizations, Departments and Financial Institutions in the country.

The Workshop is intended to make the various agencies aware of the existence of such guidelines and also to invite any recommendations to the guidelines so that they can be used by the Royal Audit Authority in dealing with Fraud and Corruption in Bhutan.

On the same day the result of the essay competition on ‘Combating Corruption-A Collective Responsibility’ for both the categories: Open to all and Higher Secondary School and below will be declared and cash prices will be awarded to the respective winners.

 
 

RAA Open Forum : 2004

December 2, 2004: The Royal Audit Authority (RAA) since the year 2003 had initiated organizing ‘Open Forum’ to exchange views so as to enhance efficiency, transparency and accountability through auditing and reporting system in the Kingdom.

The “Open Forum” for 2004 will be held on 10th December at the Royal Banquet Hall at 2 PM. The RAA welcomes all those who are interested, including private sectors.

Your constructive suggestions and feedback during the Forum will be well received and used for reforms in RAA’s systems, procedures and practices.

RAA attends the 34th Governing Board Meeting

November 26, 2004:  Sherap Dorji, Deputy Auditor General from the Royal Audit Authority will lead a two-member delegation to New Delhi, India on 28th December 2004 to attend 34th Governing Board Meeting of ASOSAI from 30th November to 3rd December 2004. 

The Royal Audit Authority was elected as one of the nine Governing Board Members of ASOSAI during the 9th ASOSAI (Asian Organisation of Supreme Audit Institutions) Assembly at Manila , Philippines in 2003. The members of the Governing Board meet annually and make decision on behalf of other 36 ASOSAI member countries.

Tashi, Head, Professional Development and International Relations Division from RAA will participate in the Training Committee Meeting on behalf of SAI Bhutan on 30th November 2004.

XVIII INTOSAI Congress Meeting

The Auditor General of Bhutan , Dasho Kunzang Wangdi will lead a two member delegation to attend XVIII INTOSAI Congress Meeting from 10-16 October 2004 at Budapest , Hungary . Two theme papers: Theme I – ‘The Possibilities of Bilateral and Multilateral cooperation among the Supreme Audit Institutions’ and ‘Coordination of Audit Efforts among National, Regional, Local, and Self-Governing Bodies’ will be deliberated. The Hon’ble Auditor General of Bhutan will serve as the Vice-Chair for Theme I with British Auditor General as the Chairman.

The INTOSAI Congress Meeting is held once in every three years, offers a unique opportunity for the Supreme Audit Institutions of the World to share experiences, discuss issues, and pass recommendations.

The XVII INTOSAI Congress was held at Republic of Korea in 2001.

 
 

Bhutan attends the XVIII Congress (INCOSAI) of INTOSAI at Budapest, Hungary

Bhutan attended the XVIII Congress (INCOSAI) of International Organization of the Supreme Audit Institutions (INTOSAI) held at Budapest Hungary from 12th to 16th October 2004. It was attended by 151 countries and 15 international organizations. The Congress considered the reports of the Taskforce on International money laundering, the Auditing Standard Committee, Subcommittee on SAI Independence, Committee on Accounting Standards, Internal Control Standards Committee, Public Debt Committee, Committee on IT-Audit, Working Group on Privatization, Working Group on Programme Evaluation, Working Group on Audit of international organizations, and Working Group on Environmental Auditing, INTOSAI Guidelines of committees and working groups.

 

Besides it reviewed the works of its Seven Regional Working Groups representing AFROSAI for African Nations, ARABOSAI for Arab Nations, ASOSAI for Asian Nations, CAROSAI for Caribbean Nations, EUROSAI for Europe, OLACEFS for Latin American Nations and SPASAI for Pacific Nations.

The most significant decisions taken were the adoption of the INTOSAI Strategic Plan 2005-2010 with four main strategic goals:

1.  Promotion of strong, independent and multi disciplinary SAIs and develop effective professional standards;

2.  Build the professional abilities and capacities of SAIs through training, technical assistance and other developmental activities;

3.  Promotion of cooperation, collaboration and continuous improvement through knowledge sharing, including benchmarking, best practices studies and research; and

4.  INTOSAI to strive to become a model organization.

Members are urged to implement the plans within the context of their national mandates while the INTOSAI Secretariat with the assistance of the Director of Strategic Plan will coordinate the activities.

 

The Congress also amended the INTOSAI Statuette to provide for appointment of Associate members and incorporate a provision for dispute resolution.

 

The Congress concluded with adoption of the Budapest Accord, which recommends SAIs :

  1. undertake joint or concurrent audit;

  2. share good practices;

  3. take active part to work in INTOSAI Regional Groups, Committees and Working  Groups;

  4. disseminate audit standards, methodologies and best practices widely by INTOSAI Regional Groups, Committees and Working  Groups;

  5. address the capacity building needs of the members  by the INTOSAI Regional Groups, Committees and Working  Groups with emphasis on practical implementation;

  6. reinforce longer term bilateral relationships;

  7. IDI  to be made an integral part of INTOSAI;

  8. develop more coordinated approach to the relations with multilateral development agencies and international  banks at a very high organizational level and in ways that are more strategic and integrated while protecting the independence of SAIs ;

  9. committees and groups to reflect the needs of the developed and developing while sensitive to any potential conflict interest;

  10. coordinate audit works in the members countries through a formation of a national forum ; and

  11. share the experiences through INTOSAI website.

  12. The next Congress will be hosted by Mexico in the year 2007.

Bhutan was represented at the Congress by a two-member delegation led by the Auditor General of Bhutan .

ESSAY COMPETITION

The last UN General Assembly declared 9th December as ‘International Anti-Corruption Day’. In order to commemorate this year’s International Anti-Corruption Day, the Royal Audit Authority and the UN Systems in Bhutan will be jointly organizing Essay Competition on the topic “ Combating Corruption – A Collective Responsibility” of approximately 3000 words. The competition will be organized in 2 categories with the following prizes.
