Inter-Office Memo
It is observed that one
of the common observations in auditing in several offices is the
entertainment of phone bills amounting to a total of Nu. 2,918,894.20
and Swiss France SF 28,632.65 in particular the residential phone bills
by the respective AFDs. It is an indication that there is lack of
accountability in such offices.
Until a further
decision of the Royal Government is arrived after a review of the
practice in the system, auditors will treat any case of routine
reimbursement as objectionable, be it regularized or not, except for
individual trunk cells that were certified and cleared as official prior
to the release of the payment.
