Ladies
and Gentleman,
We
are all aware of the dramatic changes initiated by His Majesty the
King. The Constitution for the Kingdom of Bhutan is being drafted as
we speak. This is indeed a momentous period in Bhutan’s history. And
we, you and I, have the great honour of being the citizens who will
usher in this new era.
I
must impress upon the participants of this Conference, the increasing
importance of the Royal Audit Authority in ensuring the successful
implementation of His Majesty’s Vision. While the role of the Royal
Audit Authority has increased in accordance with the size and scope of
government in the last four decades, the majority of our people still
live in rural areas. And it is here, where the needs are most basic,
that we must gain the people’s confidence in the ability of
government, and more importantly, the ability of Dzongkhag Yargye
Tshogdus and Gewog Yargye Tshokchungs, to continue to provide good
governance.
I
have great confidence in the leadership of Dasho Kunzang Wangdi and in
the staff of the Royal Audit Authority. However, I feel that the
success of the Royal Audit Authority will ultimately depend upon the
cooperation offered by those it audits. Every individual must strive
to be principled. And individuals in positions of responsibility must
strive even harder. That is why I am happy that all of you as leaders
of your organizations are here today – because I can take this
opportunity to remind you that it is the responsibility of the head of
every ministry, corporation and institution to set an example of
honesty and integrity. Until today, the people have found inspiration
in the example set by His Majesty the King. Now, you must shoulder the
responsibility to convey the message that “Honesty and integrity are
the foundation on which individual character and public service are
built’.
I
have no doubt that it will require a collective effort to preserve
Bhutan’s hard-earned reputation of integrity and development
success.
