  Hon’ble Auditor General’s Address on the signing of the MOU at the Royal Audit Authority.

Ladies and Gentleman.  

1.      On this solemn and auspicious morning, may I on behalf of the Royal Audit Authority and on my own take this great opportunity firstly formally welcome Your Excellency and the delegates to the Himalayan Kingdom of Bhutan and this office. We are extremely happy that your Excellency could visit Bhutan , despite your demanding schedule back home. Accept our warmest Joen Pa Legso. 

2.      This is the 2nd visit by a C&AG of India and the first visit of the Secretary General of ASOSAI in Bhutan . We had H.E. Shri  C.G. Somiah in 1991. Your Excellency’s visit will go a long way to strengthen the strong bonds of relations that exist between India and Bhutan in general, institutional relations between the two Supreme Audit Institutions in particular.  

3.      With the signing of MOU today we have resolved to perpetuate our friendship. The professional development that we shall enjoy will transform the Bhutanese auditors to gain greater achievements.  

4.      As we look into the future, we cannot but help recall the past. As of today the C&AG office has imparted training to forty officials of RAA in various fields of Auditing,12 in  IA & AS. I value the skills gained by our auditors are far superior due to these. The signing of the MOU, an important landmark in the history of the RAA,  is a testimony of this success. We saw the merit to pave the way for the long-term capacity building.  

5.      We shall begin the Public Works and Technical Auditing training today shortly at YGCD, Mothithang. This training will help RAA to prepare itself to take the challenge of auditing in the 9th Plan. A Plan that focuses on infrastructure will demand, improved work methodologies, and upgraded knowledge and skills of the auditors.  I am happy that it is has become possible through the technical and professional exchanges from organization such as Office of C&AG, which has a wealth of experience.  

6.     The C&AG’s acceptance to train every year two Audit officers of the SAI of Bhutan in the IA&AS courses, in the prestigious National Academy of Audit and Accounts, Shimla sets the foundation  for a long term human resource capacity building strategy for RAA.  

7.      We shall also look forward to derive the optimal benefit from exchange of information, books, manuals and other documents in the field of audit.  

8.      It gives me added confidence and assurance that RAA shall grow from strength to strength, as much as this Memorandum of Understanding expresses our trust, confidence and loyalty in the truest spirit of partnership.  

9.      I  express our sincerest gratitude to the people, Government and the Office of C&AG of India on behalf of the RGOB and RAA . I wish the delegation a pleasant visit. Please feel home in our small house that we call Bhutan   with all its short comings.  

10. I would also like to thank all the distinguished guests for spending your precious time with us to witness this very auspicious moment in the history of the RAA.
