The
focus for a nation’s development in the 9th Five Year Plan
are the development of infrastructure and social sector. Importance to
these two sectors are the move in the right direction.
In anticipation of increased activities in these areas and
to warrant the proper utilization of the nation’s resources
economically, efficiently and effectively, I am happy to note that the
watch dog of the government has focussed on infrastructure auditing and
also taught its auditors improved work methodologies, and have upgraded
knowledge and skills of auditors.

Shri Pramod Kumar, Sr. Deputy Accountant General of Rajasthan,
Respected Dashos, and Ladies and Gentleman.
1.
On this solemn and auspicious closing day of the “Training on
Public Works and Technical Auditing”, may I on behalf of the Royal
Civil Service Commission express over happiness that the distinguished
and eminent resource persons of the C&AG Offices could make them to
this training Programme, despite their demanding schedule back home.
2.
The signing of the
Memorandum of Understanding by the Comptroller & Auditor General of
India
and Auditor General of
Bhutan
will go a long way to strengthen the strong bonds of relations that
exist between
India
and
Bhutan
in general and institutional relations between the two Supreme Audit
Institutions in particular. The Comptroller & Auditor General
(C&AG) Office of India, had played pivotal role in training the
Bhutanese auditors and accountants.
The
C&AG of India's acceptance to enroll every year two Audit Officers
especially Senior Auditors of the RAA in the IA&AS course, in the
prestigious National Academy of Audit and Accounts, Shimla and
attachment of other auditors for infrastructure auditing with Accountant
General Offices in India would further boost Human Resource Capacity
building strategy for the RAA. The RCSC had focussed around Nu.18
million for strengthening the HRD of the RAA for the 9th Five
Year Plan. The commitment made by His Excellency, Shri.V.K.Shunglu, the
C&AG of India would further strengthen the HRD and professional
development of the RAA.

The successful
completion of the training on "Public Works and Technical
Auditing" was so appropriate for the Auditors, Internal Auditors
and participants from other organizations and agencies dealing in
infrastructure and social activities. This training would help RAA to
prepare itself to take the challenge of auditing in the 9th Five-Year
Plan especially in infrastructure and social activities.

I am certain that all the officials who had attended this course
will be immensely benefited. I have full trust and faith with the
auditors that they will commit themselves and work with great zeal in
their profession for the years to come.

I express my sincerest
gratitude to the people, Government and the Offices of the C&AG of
India on behalf of the RCSC and
Bhutan
for deputing the most senior resource speakers of C&AG Offices for
the in-house training of the RAA. I thank RAA for organizing this
important training in collaboration with C&AG of India and inviting
participants and Internal Auditors from other Ministries, Agencies and
Organizations for the same. I encourage the RAA to conduct similar
training and workshops in future also.

Lastly I would also like
to thank all the distinguished guests, resource persons and participants
for spending your precious time with us to witness this very auspicious
moment in the history of the RAA besides having busy schedule.
